Deputi Pemberdayaan Masyarakat BNN Melantik Forum Organisasi Kemasyarakatan Anti Narkoba
Betawipost.co.id-Jakarta, Deputi Pemberdayaan Masyarakat Badan Narkotika Nasional (BNN) Irjen.Pol. Dunan Ismail, mewakili kepala BNN Eko Wiarko dalam melakukan Pelantikan pengurus presidium Forum Organisasi Kemasyarakatan Anti Narkoba (Fokan) di lantai 7 Gedung BNN yang berlangsung, Kamis (28/18).
Dalam acara pelantikan tersebut dihadiri oleh kurang lebih 45 Organisasi pengiat Narkoba, Deputi Pemberantasan Irjen.Pol.Arman Depari, Deputi Rehabilitasi serta para undangan.
Dalam sambutannya ketua Fokan terpilih Jefri Tambayong, memaparkan peran organisasi Fokan ini dalam memberdayagunakan keberadaan organisasi penggiat anti narkoba di tanah air serta membawa visi dan misi organisasi ke tingkat pengabdian yang lebih komprehensif dalam program Pencegahan Pemberantasan Penyalahgunaan dan Peredaran Gelap Narkoba (P4GN).
Hal ini membuat Jefry Tambayong berkeinginan memajukan organisasi Fokan kedepannya dalam kepemimpinannya.
“FOKAN merupakan suatu wadah berhimpunnya Ormas, LSM dan Yayasan yang peduli terhadap P4GN, yang sesuai dengan Amanat UU 35 Tentang Narkotika Tahun 2009 BAB XII TENTANG PERAN MASYARAKAT, serta Pasal 108 sebagai perwujudan dari amanah UU No 35 Tahun 2009.
Fokan terbentuk oleh kelompok masyarakat yang perduli terhadap maraknya peredaran Narkotika dan obat-obat terlarang dalam satu wadah yang bernama FOKAN, dan disyahkan oleh BNN (Badan Narkotika Nasional) dengan Menerbitkan SK (Surat Keputusan).
Dengan adanya FOKAN akan menjadi benteng utama dan rujukan dari seluruh pelaksanaan P4GN dari semua penggiat anti narkoba di seluruh Indonesia.
“Pemberdayaan masyarakat merupakan kata kunci suksesnya pelaksanaan P4GN serta memperkuat pondasi kerjasama dengan seluruh instansi pemerintah dan swasta dalam bentuk nota kesepahaman sehingga menjadi pijakan keikutsertaan FOKAN di semua lini kegiatan anti narkoba,”
FOKAN didirikan pada 14 Mei 2013 oleh 25 LSM atau Ormas dan Yayasan yang bergerak dibidang Anti Narkoba. Diantaranya adalah: GANNAS, GAPENTA, GRANAT, GERAM, GMDM, SAN, KNPI, FPPI, FBB, Gandakrim, Jaya Sakti, Wanita Kosgoro, Ikatan Ketua RW Jakarta dll, dan sekarang menjadi 45 LSM, Ormas dan Yayasan yang peduli P4GN.
Banyak penggiat anti narkoba dan pengamat sosial berpendapat merupakan sarana atau wadah yang tepat, karena Fokan sangat mengerti sistem pelaksanaan P4GN sejak awal terbentuknya UU No 35 Tahun 2009 Tentang Narkotika.
Pada kesrmpatan yang sama, wakil ketua Fokan yang tadinya sebagai pendiri Fokan dan ketua umum Insano, Sismanu, mengatakan bahwa undang-undang No.35 Tahun 2009 tentang Narkotika, pasal 114 harus dipahami oleh masyarakat dan aparat penegak hukum, karena kebanyakan pasal ini sering salah di Implementasikan.
Jefri juga sebagai ketua terpilih Fokan berharap adanya kerja sama dan sinergitas antara Fokan dan semua sektor yang menjadi mitra Fokan, agar dapat ikut berperan aktif dalam menunjang kegiatan Fokan dalam penerapan P4GN kedepannya, baik itu sektor Pemerintah maupun sektor swasta.
“Kedepan, saya berharap peran strategis dari Kementrian terkait dan sektor swasta sebagai mitra Fokan dalam menunjang semua kegiatan P4GN agar lebih ditingkatkan,” ucap Jefry
Diharapkan juga agar Fokan akan bekerja semaksimal mungkin untuk membuat negara ini BERSINAR ( Besih dari Narkoba)(anto)
